The Speaker of the House appoints the Chief Clerk who serves under the Speaker's direction, control and supervision. The Chief Clerk is responsible for keeping a record of all proceedings of the House. Upon introduction, numbers and presents to the House all bills, resolutions, petitions and other papers which the House may require. Writes messages from the House to the Senate; delivers all and transmits bills and other documents to be printed and takes a receipt therefor. Transmits bills for engrossment and takes receipt therefor. Enrolls all bills, resolutions and other papers and gives receipt therefor; proofreads enrolled bills, resolutions and other documents and corrects, prior to signing by the officers of the House. Enrolled bills are presented to the Governor; if vetoed, to the Secretary of State.
Permanent records are also maintained of communications to the House, committees
and membership. All original documents relating to bills, including bill
jackets, amendments and committee reports, and proceedings of the House
are retained in the office and later filed with the Secretary of State.
The Chief Clerk is responsible for the preparation of the daily House Calendar and House Journal and the printing of all bills and resolutions. All Bill Status from the House is reported from the Office of the Clerk.
The Chief Clerk maintains the House electronic voting system and is responsible for the voting records of the members.
The House operates under the Rules of Mason's Manual, a parliamentary
manual especially written for legislative bodies.
