Natalie Scott gave an overview of HB2086.

Scott Schultz, Executive Director, on behalf of the Kansas Sentencing Commission testified in support of HB2086 which was introduced by the KSSC to amend portions of the Kansas Offender Registration Act. (Attachment 5)

Mr. Schultz responded to questions from the Committee.

Jennifer Roth on behalf of the Kansas Association of Criminal Defense Lawyers testified in support of HB2086 that will make success more likely for the thousands of drug offenders who are essentially serving an additional sentence by being subject to excessive expectations and, if they don't meet them, excessive penalties for failing to comply in even the smallest of ways. (Attachment 6)

Ms. Roth responded to questions from the Committee.

Written only testimony was submitted by Kim Parker on the Kansas District County and Attorneys Association in support of HB2086. (Attachment 7)

Sheriff Jeff Easter on behalf of the Kansas Sheriffs Association testified in opposition of HB2086 stating the law devalues victims and potentially places other unsuspecting victims in harm's way due to sentencing guidelines of Class A misdemeanors. (Attachment 8)

Chairperson Jennings called for final questions from the committee and then closed the hearing.
