Chairman Waymaster opened the hearing on the bill.

Jill Wolters, Office of the Revisor of Statutes, provided the bill brief (Attachment 4) This bill would require the secretary for children and families to request the division of vehicles to suspend, not accept or renew vehicle registration or driver's license for people in arrears of child support or outstanding warrant or subpoena related to child support.

Trisha Thomas, Director of Child Support Services, Kansas Department of Child Support Services, presented testimony as a proponent of the bill (Attachment 5)

Discussion followed by committee members regarding the impact on restricted or suspended driver's license and data tracking for renewal of licenses. 

Don McNeely, President, Kansas Automobile Dealers Association, presented testimony as an opponent of the bill (Attachment 6).

Discussion followed by committee members regarding data tracking for persons selling or trading vehicles, and lien release for titles.

Joe Grisolano, Crawford County Treasurer, presented testimony as an opponent of the bill (Attachment 7).

Discussion followed by committee members regarding individuals who purchase and register boats or vehicles out of state and who have property in Kansas and another state. 

Written testimony was provided by Linda Kizzier, Sedgwick County Treasurer as an opponent of the bill (Attachment 8); Ted Smith, Kansas Department of Revenue, provided written testimony in neutral position of the bill (Attachment 9).  Electronic copies of testimony in opposition of the bill were provided by Chris Brown(Attachment 10 and Brian Mull (Attachment 11), both residents of Wichita, KS.

Chairman Waymaster closed the hearing on the bill.
