Mike Heim, Senior Assistant Revisor, provided a brief overview of HB2223, regarding late campaign finance reports and fines.

Mr. Heim answered questions from the Committee.

Representative Blake Carpenter, Vice-Chair, provided testimony in support of HB2223 (Attachment 1), stating this adds to transparency.

Representative Keith Esau, Chair, noted this would not apply to Congressmen or Senators, state finances only.

Representative Carpenter answered questions from the Committee.

Paul Soutar, Constituent, Derby, Kansas, provided written only testimony in support of HB2223 (Attachment 2).

There were no further proponents and no opponents.

Carol Williams, Executive Director, Governmental Ethics Commission, provided neutral testimony on HB2223 (Attachment 3).

Copies of a proposed balloon amendment regarding penalties, drafted by Mike Heim, were provided to the Committee (Attachment 4), the details of which were explained by Ms. Williams.

Ms. Williams answered questions from the Committee.

Representative Carpenter answered questions from the Committee.

There being no further questions, Representative Esau, Chair, closed the hearing on HB2223.

Representative Esau, Chair, announced the Committee would hear HB2158 and work HB2011 at the meeting on Wednesday, February 8, 2017.
