Chairperson Williams opened the hearing on the bill.

Mike Heim presented an overview of the bill.

Mike Nolan presented testimony in support, stating this plan would lay the framework for a myriad of economic development initiatives, capital improvements, municipal services and community enrichment activities. The Vision 2020 process, is aimed at creating a special place for citizens to enjoy and participate in civic, cultural, and social life.(Attachment 1)

Cindy Green presented testimony in support, stating the common consumption area is a new concept that will require an update on current legislation. It is a new opportunity for economic development and tourism in Kansas.(Attachment 2)

Mike Morse presented testimony in support, stating the NOTO Art District and redevelopment in downtown Topeka would benefit from passage of the bill.(Attachment 3)

Chad Talbott submitted written only testimony in support of the bill stating current law poses a loss of revenue due to the lack of alcoholic beverage sales, which are a common staple in a pizza restaurant setting. (Attachment 4)

Blake Schreck  submitted written only testimony in support of the bill stating it would encourage small businesses and promote local products while creating a unique amenity attracting both residents and visitors. (Attachment 5)

Debbi Beavers presented neutral testimony stating concerns of a minor in possession of alcoholic liquor, standing in a common consumption area. Determining where the liquor was purchased when multiple licensees are in the same common area could be an issue. (Attachment 6)

Philip Bradley presented neutral testimony stating concerns about the size of the designated area, premise licensees, behavior outside the licensed establishments, and opting out options.  (Attachment 7)

Concerns were expressed that Alcohol Beverage Licensing give prior consent.  Chairperson Williams appointed a sub-committee of; Representatives Bishop and Cox, with Philip Bradley and Mike Nolan to discuss amendments.
