Staff briefed the Committee on the contents of this bill.

The Chairman recognized Representative Carlin.(Attachment 1)  According to Representative Carlin The Board of Directors for the Autism Hope for Families, Inc. will authorize the use of their logo on license plates.  She said adopting HB2148 will generate funds which will allow seed money for organizations around Kansas to start to build Kansas capacity to meet the ever-growing needs of families and children impacted by autism.

The next proponent was Linda Heitzman-Powell, Board Certified Behavior Analyst. (Attachment 2) She said this bill would generate funds to support the mission of disseminating information about autism and to build the capacity of organizations to design, build and implement services around Kansas.

The last proponent was Nikki Jacobs. (Attachment 3) She said Autism Hope for Families wants to continue helping families.  She said they realize the need for more awareness, services, support and funding for families in Kansas, particularly families in small and rural communities.  They believe an Autism Awareness license plate, for Kansas, would be one way to build more awareness and support.

There were no other proponents and no opponents so the Chairman closed the hearing on HB2148 and opened the hearing on HB2203.
