Staff briefed the Committee on the contents of this bill.
Chairman Proehl recognized Representative Ron Ellis as the proponent for this bill. (Attachment 4) Representative Ellis informed the Committee of Sergeant Miller's background, his time in the service and his service with the Kansas Highway Patrol. Representative Ellis told of the events which lead to Sgt. Miller's death. Sgt. Miller was buried in Yates Center Cemetery which is in Woodson County.
There was written neutral testimony presented by the KS Department of Transportation.(Attachment 5)
There was no other proponent or neutral testimony and no opponent testimony so the Chairman closed the hearing on HB2203 and opened the hearing on HB2281.
