Chairperson Bowers opened the hearing on HB2094.  Chuck Reimer, staff revisor, presented a briefing on the bill.

Cindy Green testified in support of HB2094 stating the bill expands the definition of "municipality."  Ms. Green indicated the League looks for opportunities for people to work together and collaborate, and this would expand those relationships.  Ms. Green addressed questions from the Committee.  (Attachment 1)

Larry McAulay testified in support of HB2094.  Mr. McAulay explained that they have found it's more efficient and cost effective for some of the smaller entities in Johnson County, such as a fire district, to contract with them to provide services such as technology services.  (Attachment 2)

Rob Gilligan testified in support of HB2094 stating the bill is an opportunity to make things more efficient.  Mr. Gilligan indicated this gives them the opportunity to look for efficiencies through local contracts with other government agencies.  (Attachment 3)

Bill Sneed provided neutral testimony for HB2094.  Mr. Sneed described the history and purpose of KCAMP.  Mr. Sneed explained a proposed amendment for HB2094 that is included in his testimony.  Mr. Sneed indicated they would like to have a few more days before the bill is worked for everyone involved to review and respond to the amendment.  Mr. Sneed responded to questions from the Committee.  (Attachment 4)

Stuart Little provided follow-up testimony stating the base bill without the amendment is the same bill they have done for three years that has passed five chambers.  Mr. Little indicated they don't mind waiting a few days to work the bill until Mr. Sneed gets a response back from the Attorney General's office regarding the proposed amendment.  No written testimony was provided.
