Vice Chair Kerschen opened a hearing on SB223.

Adam Siebers presented to the Committee an explanation of SB223.  He stood for questions.

No testimony neutral to SB223 was presented to the Committee.

Eric Stafford presented testimony in opposition to SB223 because the Chamber is concerned "over the repeal of the small business tax cuts and what potential harm that could cause the state's economy". (Attachment 17) He stood for questions.

Tom Robinett presented testimony in opposition to SB223, providing facts about new jobs, retained jobs, average annual wage, and capital investment in Overland Park. (Attachment 18)  He stood for questions.

Blake Schreck presented testimony in opposition to SB223 by saying he "can't understand how a geographic boundary drawn this wide could possibly help the State of Kansas".  (Attachment 19) He stood for questions.

Jason Watkins presented testimony in opposition to SB223 by discussing in detail how the new geographic boundary would hinder businesses moving to Kansas from other states.  (Attachment 20) He stood for questions.

Matt Pivarnik presented testimony in opposition to SB223 by elaborating on why the bill "removes a very important tool in the state's economic development tool box".  (Attachment 21) He stood for questions.

Andrew Nave presented testimony in opposition to SB223 by describing how "economic development success is driven by multiple factors".  (Attachment 22) He stood for questions.
