Chairperson McGinn opened the hearing on SB 186.  Scott Abbott provided an overview of the bill.  (Attachment 3)

Chief David Shost testified in support of the bill with proposed amendments.  It is a very important bill for Kansas EMS and would provide a mechanism for federal reimbursement for EMS services.  There is no cost to the state of Kansas and allows for supplemental reimbursement to partially cover uncompensated costs.  Chief Shost responded to questions from Committee members.  (Attachment 4)

Senator Schmidt distributed a balloon amendment as proposed by Chief Shost and Scott Abbott discussed the recommended changes.  (Attachment 5)

Chief John Paul Jones, Kansas State Association of Fire Chiefs, provided brief remarks to clarify information in his written testimony regarding the Kansas Board of Emergency Medical Services (KBEMS) who are listed as supporters in his testimony.  He believes that they are officially neutral to this bill as they are a regulatory agency and do not take a position one way or the other on proposed legislation but have been involved in the development of this bill throughout the process.

Chairperson McGinn distributed copies of a memo received from the Kansas Emergency Medical Services Association.  (Attachment 9)

Joseph House spoke as a neutral conferee as they are a regulatory agency and reimbursement issues do not fall under their purview.  However, reimbursement is an issue and they are glad to see organizations working on this.  (Attachment 10)

There being no further conferees, Chairperson McGinn closed the hearing on SB 186.
