At the Committee's last meeting, Representative Smith had proposed an amendment that would take the transportation formula weighting back to the old SDFQPA formula, and that motion was tabled.
Representative Smith distributed a handout with a computer printout which redistributes transportation state aid by amending the ratio of the formula slightly in computing the expenditures as recommended by Legislative Post Audit. (Attachment 1)
A second handout was distributed by Representative Smith which recomputes transportation state aid with a base state aid per pupil of $4,006 and a factor of 2.8 for students living under and over 2.5 miles as recommended by Legislative Post Audit. (Attachment 2)
Representative Smith withdrew his original motion made on March 30, 2017, Representative Trimmer agreed.
Representative Smith moved to adopt a balloon amendment with a transportation factor of 2.8 rather than the 2.2 in the bill in order to embrace the recommendation of their LPA study, seconded by Representative Trimmer. (Attachment 3) Mr. Dale Dennis, Deputy Commissioner, Kansas State Department of Education answered questions.
Discussion ensued, Representative Smith closed on his motion. The motion was approved.
Representative Karleskint moved to adopt an amendment to the definition of "public school," which would expand the number of students eligible for scholarships under the Tax Credit for Low Income Students Scholarship Program, seconded by Representative Helgerson. (Attachment 4)
Discussion ensued. Representative Karleskint closed on his motion, and a division vote was called: 9 yes, 6 no. The motion passed
Representative Aurand moved to adopt a balloon amendment that would exclude students enrolled in a virtual school but who are not residents of such school district from the calculation for capital outlay state aid, seconded by Representative Huebert. (Attachment 5)
Discussion ensued and Representative Aurand closed on his motion. Motion was approved.
An additional handout showing the per pupil funding for CTE was distributed by Representative Aurand. (Attachment 6)
Representative Aurand moved to adopt a balloon amendment to give districts funding to encourage career technical education programs, seconded by Representative Schwab. (Attachment 7)
Discussion ensued, Mr Dennis provided answers to questions from Committee members. Representative Aurand closed on his motion, and a division vote was called: 7 yes, 9 no. Motion failed.
Representative Aurand moved to adopt a balloon amendment to change the name of the Local Option Budget to the Local Foundation Budget, seconded by Representative Huebert. (Attachment 8)
Discussion ensued and Representative Aurand closed on his motion. Motion passed.
Representative Aurand moved to adopt a balloon amendment to require any local option budget (now local foundation budget) in excess of 30% to be approved by an election; however, districts that had already held such an election would be allowed to count that election as the required election. (Attachment 9) Representative Aurand noted this is the law as it existed prior to the adoption of the block grant. Representative Huebert seconded the motion.
Discussion ensued, and a division vote was called: 7 yes, 9 no. The motion failed.
Representative Rooker moved to adopt the BASE aid amount of $4,040 per pupil in school year 2017-18 with a five year escalation of funding, the motion was seconded by Representative Helgerson. (Attachment 10) Representative Rooker distributed a handout of the proposed financial plan for the $4,040 BASE aid. (Attachment 11)
Discussion ensued, Representative Rooker closed on her motion, and a division vote was called: 8 yes, 8 no. The Chair voted no, the motion failed.

Representative Rooker moved that the Committee adopt a BASE aid amount of $4,006 with a five year escalation of funding of approximately $150 million in additional new funding per year, seconded by Representative Helgerson.
Discussion ensued, Representative Rooker closed on her motion, and a division vote was called: 9 yes, 6 no. The motion passed.
Jason Long, Senior Assistant Revisor, Office of Revisor of Statutes, discussed technical changes. (Attachment 13)
Representative Helgerson moved to adopt all the technical changes in the proposed amendment and any others that are discovered by Mr. Long as he works with HB 2410. Motion passed.
During the meeting today, Revisor Long explained amendments, and Eddie Penner, Fiscal Analyst, Legislative Research Department, answered monetary questions. Committee Assistant, Dana Rooney, was recognized for her work with the Committee this session, and given a thank you gift.
Chairperson Campbell stated that the Committee would begin receiving and approving minutes electronically in the future.
The next meeting of the K-12 Education Budget Committee will be during the veto session. The meeting adjourned at 2:28 p.m.
