Chairman Waymaster opened the hearing on HB 2435.

Zack Fridell, Office of the Revisor of Statutes, presented the bill brief, which would change the frequency required by Legislative Post Audit for the State 911 system from every three years to every five years (Attachment 1).  In response to questions from a committee member, he responded that the audit timeframe would coincide with Legislative Post Audit cycle.

Justin Stowe, Deputy Legislative Post Auditor, presented testimony as a proponent of the bill (Attachment 2).  He provided background information on the audit process and funding, which is reimbursed by the 911 State Grant Fund.  The audit addresses appropriate use of funds, if the money collected is adequate, and the status of 911 service implementation.  

Justin Stowe responded to questions from committee members.  Determining why the audit cycles were not in sync from the on-set would require additional historical review, he stated.  The five year audit cycle would coordinate with the legislative review timeframe.  As requested, additional information will be forthcoming regarding the size of the 911 fund and previous post audit results, he stated.  It was noted that there was a period of time when texting 911 for emergency services was not available, and additional money was needed for technical implementation.  An audit was conducted to ensure that the funds were distributed appropriately throughout the state.
