Natalie Scott gave an overview of HB2046. The Committee had questions and comments.

Executive Director Scott Schultz testified in support of HB2046 on behalf of the Kansas Sentencing Commission (KSSC). Director Schultz proposes that K.S.A. 21-6606(d) be amended to reflect the ability of the court to exercise discretion. (Attachment 1)

Representatives Carmichael, Highberger, and Smith had comments and questions.

Kim Parker testified in opposition of HB2046 on behalf of the Kansas County and District Attorney's Association. Ms. Parker stated when an individual is released by a court on bond for a felony crime and the individual commits another felony while on bond the public expects the individual will face additional penalty. (Attachment 2)

Representatives Carmichael and Jennings had comments and questions.

Chairperson Jennings called for final questions from the Committee and then closed the hearing.

Chairperson Jennings adjourned the meeting.
