Chair Kelly opened the hearing on HB 2100, recognized David Wiese, Assistant Revisor of Statutes, who briefed the committee on HB 2100(Attachment 1) No questions presented by the committee.

Informational - Chair Kelly recognized Alan D. Conroy, Executive Director, KPERS, who provided information regarding HB 2100(Attachment 2) A question and answer period followed.

Proponents - Chair Kelly recognized the following Proponents of HB 2100 who shared with the committee their supporting points on the issue: Representative Virgil Weigel, 56th District, Topeka, (Attachment 3); Ernie Claudel, Legislative Chair, Kansas Association of Retired School Personnel, Co-chair, Kansas Coalition of Public Retirees, (Attachment 4); Ed Klumpp, Legislative Liaison, Kansas Association Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association, (Attachment 5); and  Dennis Phillps, Lobbyist, Kansas State Council of Fire Fighters, (Attachment 6).  A question and answer period followed each of the conferees.
