Chairman Waymaster opened the hearing on the bills. 

Zack Fridell, Office of the Revisor of Statutes, presented a briefing on  HB 2158, HB 2159 and HB 2168 (Attachment 1).  The three bills  would authorize the state board of regents to sell three pieces of property.HB 2158 would authorize the sale of property on behalf of the University of Kansas University in Douglas County, located at 1621 W. Ninth Street in Lawrence.  HB 2159 would authorize the sale of property on behalf of Kansas State University in Saline County, on the State Polytechnic Campus.  HB 2168 would authorize the sale of two properties on behalf of Kansas State University in Cherokee and Riley counties.

Zack Fridell responded to questions from committee members.  He stated that sales authorized by surplus property sales would be handled through the Secretary of Administration for distribution of funds, and sales directed by the university would distribute funds as determined by the university. The appraisal exemption was at the request of the university and is included in the bill, he stated.

Diane Goodard, Chief Financial Officer and Vice Provost for Finance, University of Kansas, presented testimony as a proponent of the bill (Attachment 2)  The Oldfather Studio was a gift to the university and was used for film and media studies until the Summerfield Hall was renovated.  The building mechanical, electrical and plumbing systems are no longer useful  or cost effective to replace.  The proceeds from the sale are approximately $800,000, which would be used to address deferred maintenance on the Lawrence Campus. She noted that the building is not being used.
