Kevin Robertson stated that there needs to be an active response for any changes in the covered services.The bill provides more transparency regarding contract changes. It also acts to close loopholes used to dictate what fees dentists can charge for services.The changes that the Kansas Dental Association are requesting closely mirror legislation that was supported  by optometrists and passed in the 2014 Legislature (Attachment 18).

Dr. Hamel testified how the bill would provide clarity to patients as to the charges that are allowed and disallowed. The bill does not mandate coverage (Attachment 19).

Dr. Troilo testified the bill is about money. Insurers are charging higher premiums while providing less services. It is becoming more difficult for dentists to financially survive (Attachment 20).

Dr, Melodee Armfield provided testimony that the bill will improve transparency in provider contracts. An example of a current contract that had a new plan but does not have the fee schedule affixed.  The bill also a more common sense approach to defining covered services (Attachment 21).
