Chairman Masterson opened the hearing on SB170

Staff gave an overview of the bill.(Attachment 5)

Rick Brunetti, KDHE Division of Environment provided testimon in support of SB 170 which proposes changes to the Asbestos Control Act.(Attachment 6)

Mr. Brunetti stated that the Kansas Asbestos Control Program works to eliminate poor abatement practices through a compination of business licensing, abatement plan approvals, job site inspections and if necessary, enforcement.  He also stated that this bill is requesting the fees and fines remain with the Asbestos Program and KDHE would no longer request SGF for the Asbestos Program.  By approving this request, the AQFF support of the Asbestos Program would reduce from approximately $40,000 per year to approximately $10,000 per year.  Thereby allowing the funds in the AQFF to be used for their intended purpose.

Mr. Brunetti answered question from the members.

Written Only testimony was provided by:

  • Ingrid Setzler, Director Environmental Services, Kansas City Board of Public Utilities.(Attachment 7)
  • Daniel R. Wilkus, Environmental Services, Westar Energy.(Attachment 8)
