Tax lid exception for transportation construction projects.

Mr. Siebers provided an overview on HB2368 stating the bill would allow cities and counties to spend increased property tax revenues on expenses relating to transportation projects without requiring a resolution to be approved by an election.   The project cannot exceed 20.0 percent of the city or county appropriation or budget from the preceding year.  The projects would be approved by the Secretary of Transportation. 

Representative Proehl testified as a proponent to HB2368 stating the Transportation Task Force supports local transportation needs exceeds available resources and some portion of State Highway Funds should be directed to local governments to meet those needs  (Attachment 16).

Jay Hall, Kansas Association of Counties testified as a proponent to HB2368 stating the bill would allow for an exception to the tax lid for transportation construction projects (Attachment 17).

Chardae Caine, League of Kansas Municipalities testified as a proponent to HB2368 stating the addition of expenses relating to transportation projects as an exception from the required election procedures under the current property tax lid will allow cities to meet the needs of residents efficiently (Attachment 18).
