Mr. Siebers provided an overview on HB2371 stating the bill would make adjustments to permit fees for oversized and overweight vehicles starting July 1, 2020.  The bill would sunset the current fees prior to January 1, 2020. 

Kathleen Smith, Department of Revenue, stated the Kansas Department of Transportation (KDOT) estimates HB2371 would decrease revenues to the State Highway Fund by approximately $1.4 million. 

Joel Skelly, Director of Policy, (KDOT) stated the fiscal note shows a negative $1.4 million due to a 6-month gap where there would be no fees charged.  He remarked the estimate was based on the number of permits during a six-month period.
