Chairperson opened the hearing on SB70

Chairperson Barker stated that he would have to step out of the room for a few minutes and his Vice-Chair will take over.

Jason Long, Revisor, provided an overview of SB70 (Attachment 1).  Representative Humphries had a question.

Vice-Chairperson Awerkamp recognized Philip Bradley as a proponent of SB70 (Attachment 2)

Chairperson Barker returned to the room.

Chairperson Barker recognized Tuck Duncan who testified in support of SB70 (Attachment 3).  He stated that this bill is trying to create a uniform mechanism by which to administer temporary permits to serve liquor for consumption on premises.  Questions were asked by Representatives Lusk and Arnberger.  Chairperson Barker stated that he would make a technical amendment to the bill to change the word "shall" to "will" on line 20 of page 25. 

Chairperson Barker recognized Eric Smith as a proponent on SB70 (Attachment 4)

Chairperson Barker recognized Debbi Beavers, Director, Alcoholic Beverage Control (ABC) as a proponent on SB70 (Attachment 5).  This bill requires temporary permit applications to be submitted to ABC online, which will speed up the process for obtaining these permits.  The ABC has no issues with any sections of this bill.  Representative Humphries had questions for Ms. Beavers.

Chairperson Barker directed the Committee's attention to the written proponent testimony of Spencer Duncan (Attachment 6) and Mike Nolan (Attachment 7).

Chairperson Barker stated there were no opponents or neutrals to this bill. 

Chairperson Barker closed the hearing on SB70

Representative Awerkamp moved to suspend the 24-hour rule and work SB70, seconded by Representative Ruiz.  Hearing no objection, Chairperson Barker stated he would entertain a motion to pass out SB70.

Representative Awerkamp moved to recommend SB70 favorably for passage, seconded by Representative Ruiz

Chairperson Barker moved to amend SB70 on page 24, line 20, by changing the wording from "drinking establishment/caterer" to "drinking establishment caterer" to make it consistent with the rest of the bill, seconded by Representative Arnberger.  An oral vote was taken, and the amendment to SB70 was passed.

Chairperson Barker stated that he would withdraw his previous technical amendment.

Representative Ruiz moved that SB70, as amended, be recommended favorably for passage, seconded by Representative Woodard.  An oral vote was taken, and SB70, as amended, was favorably passed
