Melissa Panettiere provided supporting testimony to HB2402. It was noted that since the original hearing on the topic in HB2146, both sides have had numerous discussions to come to an agreement. The definition of a business entity was redefined. The bill would now allow a business entity to voluntarily apply for a certificate of authority from the Kansas Board of Healing Arts in order to employ physicians and chiropractors (Attachment 1).

Dr. Greg Sweat provided supporting testimony to HB2402.There was information provided about the Spira Care centers that have been created that provide its members simple, affordable, and high quality health care.There model is based on the view that 'the patient comes first' (Attachment 2).

Brain Baker representing Cerner provided supporting testimony to HB2402. A real life story was presented that an on site doctor saved a patient' life.  Employees appreciate not having to take time off for receiving health services.  Studies show that employers have a reduction in health care costs.There is also an improvement in productivity (Attachment 3).

Kristi Brown with the Kansas Chamber of Commerce testified that a large amount of time has been spent coming up with language that is responsive to the needs of Kansans. The Chamber feels there is a need to focus on health care. Burdensome and unnecessary state regulations stifle business growth. Allowing businesses the option of providing on-site or near site physicians improves the health and productivity of its employees (Attachment 4).

Ms. Brown fielded questions from the committee.
