Kathleen Lippert, the Executive Director of the Kansas State Board of Healing Arts, provided neutral testimony to HB2402. The organization believes that this constitutes new policy. The Board needs to have clear legislative direction on important issues to facilitate implementing legislative intent. The board needs structure within the bill to create the ability to enforce the new statute.
The legal counsel for the board itemized the legal points that need to be ironed out by all parties to make the bill clearer (Attachment 9).
The committee began a review of the balloon amendments attached to the bill. All parties were asked to see if they were in agreement with the amendments.
The Chairperson recessed the hearing on HB2402 until Friday March 22nd at a time yet to be determined.
The Chairperson adjourned the meeting at 2:58PM.
