Jason Thompson gave a presentation on SB253 explaining that it amends requirements for service of process on nonresident drivers and clarifies service of process on certain business entities.(Attachment 1)
The Kansas Division of the Budget supplied a Fiscal Note for the bill. (Attachment 2).
Clay Barker testified as a proponent of SB253 (Attachment 3) explaining that current law is unclear about the responsibility of the Secretary of State to ensure a defendant receives service of process. This bill would establish standard procedures, responsibilities and expectations to allow a plaintiff to serve a defendant through the Secretary of State.
