Natalie Scott gave an overview of HB2456.

Kim Parker on behalf of the Kansas County and District Attorneys Association testified in support of HB2456. She stated the bill seeks to clarify the definition of possession in the Kansas Criminal Code. (Attachment 1)

The Committee had questions and comments.

Clayton Perkins on behalf of the Kansas Association of Criminal Defense Lawyers testified in a neutral position of HB2456. He stated he discussed this bill with colleagues, several of them expressed that the law would be better served if possession crimes were treated as intentional crimes, such as "intentionally having joint or exclusive control over an item." (Attachment 2)

Representative Carmichael had a question.
