Minutes Content for Fri, Feb 7, 2020

Chairperson Kerschen opened the hearing on SB287.

Tamera Lawrence of the Revisor of Statutes Office explained the bill.

Tom Palace spoke in favor of the bill.  He told the committee that the program was established for eligible tank owners who wanted to remove single wall Underground Storage Units and replace them with double wall underground storage systems at their active facilities.  This bill extends the sunset date with the intent to encourage more participation in this program by offering an increase in the maximum amount of funds that can be reimbursed per facility.(Attachment 13)

Randy Stookey testified in support of the bill.  He believes that the bill is a reasonable measure and the preservation of Underground Storage Tank property redevelopment trust fund is sound public policy.(Attachment 14)

Bob Jurgens spoke in support of the bill.  He believes that an  increased use of reimbursement programs will help discover contamination in a more timely manner. This will ensure protection of future generations of Kansans.(Attachment 15)

Written proponent testimony was provided by:

Shahira Stafford-Kansas Cooperative Council(Attachment 16)

Shelia Lowrie-Dillon Stores(Attachment 17)

Bob Alderson-Casey's General Stores(Attachment 18)
