Short Title

Limiting the review of certain rules and regulations by the director of the budget.

Chairperson Barker asked the Committee to open their folders on HB2411.  Jason Long, Revisor, provided a brief overview of the bill. 

The Chairperson called for the pleasure of the Committee.

Representative Highland moved that HB2411 be recommended favorably for passage, seconded by Representative Awerkamp

Chairperson Barker opened the floor for discussion.

Representative Highland moved to amend HB2411, seconded by Representative Arnberger.

Jason Long, Revisor, explained the amendment (Attachment 3).  

Representative Highland stated this bill was passed a couple of years ago, but it created an undue hardship on the Budget Director.  Meetings were held with the Budget Director, some outside agencies, the Kansas Grain & Feed Association, the Kansas Soybean Association, and Representative Carmichael and together they came up with this amendment.  The change in the order was important because previously the Budget Director's Office would go through all of the proposed rules and regulations, then it would go to the Department of Administration, then the Attorney General's Office.  Between the Department of Administration and the Attorney General's Office, a rule and regulation could go back to the agency four or five times, and each time it would have to be reviewed again by the Budget Director's Office.  That caused an undue hardship so, to make the process more efficient, the Budget Director's Office is now the last entity to review proposed rules and regulations.  This bill also takes away the authority of the Budget Director to deny a regulation.  Questions were asked by Chairperson Barker, Highberger, and Awerkamp. 

Representative Highland closed on his motion to amend HB2411.  An oral vote was taken, and the amendment to HB2411 passed

Chairperson Barker stated they were back on the bill.  Discussion followed.  

Representative Highland moved to recommend HB2411, as amended, favorably for passage, seconded by Representative Arnberger.  Following an oral vote, HB2411, as amended, was favorably passed.

Chairperson Barker opened the floor for requests for bill introductions.  There were none.

Chairperson Barker directed Representative Highland to carry HB2411, as amended.

There being no further business, the Chair adjourned the meeting at 9:48 a.m.
