Chairperson Seiwert opened the briefing on HB2620.

Nick Myers from the Revisor's Office gave an overview of the bill. (Attachment 6)

Jeff Easter, Sedgwick County Sheriff, said phone spoofing is growing in Kansas and he gave examples. A person or persons decide they want to run a scam/fraud on an unsuspecting victim.  They use a number that does not belong to them to call the victim.  Many times the victim spends money over the phone with nothing in return.  Domestic violence suspects use phone spoofing to harass their victim.  The victims and the investigating agency do not have any recourse because they cannot track down who the number belongs to and cannot prove the suspect is making the phone calls. Other issues involve individuals receiving calls and texts for spurious offers. These are issues consumers face. Law enforcement needs a way to prevent or scale down those activities. Sheriff Easter responded to questions from the committee about processes that could be used if the suspect could be located. Reports are taken and filed but  nothing can be done currently.
