Chairperson Patton opened the hearing on HB2071. Natalie Scott provided an explanation for HB2071(Attachment 6) She stood for questions.

Stephen Howe testified in support of HB2071(Attachment 7)  Mr Howe stated prosecutors, law enforcement and the Kansas Legislature have worked very hard to protect the most vulnerable members of our community, including our children. Despite our best efforts, there have been times when a factual scenario occurs that demonstrates a loophole in our criminal statutes. My County was recently faced with this situation. Mr. Howe made two pointed suggestions to address these loopholes that are covered in detail in his attached testimony. He asked the membership to pass HB2071 and ensure we provide the needed protections for our children.

Representative Megan Lynn testified in support of HB2071(Attachment 8) Ms. Lynn stated that no one should ever have to experience, let alone tolerate their accusers to be set free from committing heinous crimes against children. HB2071 strengthens current law by increasing criminal penalties for stalking a minor.

Kristyn and Addalyn Antonucci testified in support of HB2071. (Attachment 9) Ms. Antonucce and her daughter, Addalyn, both gave their personal accounts of Addalyn's teacher stalking her when she was only 9 years old. Kristyn Antonucci detailed the trauma her family went through and the necessity of this bill in closing loopholes in the exiting statutes.

The membership was given time for questions. Chairperson Patton asked the committee to refer to the written testimony that was submitted.
