Updating the national association of insurance commissioners credit for reinsurance model law, the insurance holding company act and codifying the credit for reinsurance model regulation.

Eileen Ma, Assistant Revisor, Kansas Revisor of Statutes Office (ROS), presented an overview of the bill. (Attachment 1) She called attention to page 15, line 23 of the bill, stating that she would have to do a technical amendment to change the date from "July 1, 2025" to "July 1, 2026." She stood for questions. There were none.
Lee Modesitt, Director of Government Affairs, Kansas Insurance Department (KID), appeared as the sole oral proponent for the bill. (Attachment 2) He responded to questions from Senators Hilderbrand, Fagg, Peck, and Chairman Longbine.
The Chair called attention to the written-only proponent testimony of Tyler Laughlin, Regional Vice President - State Relations, for the American Council of Life Insurers (ACLI). (Attachment 3)
There being no other discussion, questions, and no additional proponent, opponent, or neutral testimony, Chairman Longbine closed the hearing on SB28.
The Chairman announced that tomorrow, the committee will work bills previously heard: SB15, SB28, SB29, and SB30. The Chair asked If anyone had concerns about these bills, to please contact him.
The meeting adjourned at 10:00 am. The next scheduled meeting is Thursday, January 28, 2021 at 9:30 am in Room 546-South of the Capitol.
