Chairperson Petersen called the meeting to order at 8:35 a.m. and invited members and/or guests to request bill introductions.

Senator Claeys requested a bill (RS 0322) creating a specialized license plate for the Love, Chloe Foundation.  Without objection the proposed bill was accepted.

Stephen Duerst, representing Polaris, Inc., requested a bill (RS 0418) addressing the definitions of all-terrain vehicles and recreational off-highway vehicles.  Without objection the proposed bill was accepted.

Mr. Duerst, representing the Kansas State Firefighters Association, also requested a bill (RS 0328) creating a fee for the distinctive license plate for the Kansas Firefighters.  Without objection the proposed bill was accepted by the Committee.

The Chairperson opened the hearing on SB 33 - Providing for display show licenses under the vehicle dealers and manufacturers licensing act.

Revisor of Statutes staff provided a written-only review of the bill:  The bill provides for a new display show license from the Division of Vehicles with a $100 fee for the sponsor and a $35 fee for each participant.  Participants are not restricted to geographic, territorial, or market areas (Attachment1).

Don McNeely, President, Kansas Automobile Dealers Association, testified as a proponent for the bill.  He stated that the bill amends the dealer licensing statutes authority to display show license; the license will allow the display and demonstration of new vehicles by licensed Kansas automobile dealers and manufacturers during an auto show.  He explained that the bill will allow the Kansas City Auto Show, which since 1907 has been held in Missouri, to be moved to the Kansas Speedway in Wyandotte County.  He reported that the three-day show is scheduled to be held at the Speedway in June 2021 (Attachment 2).

Responding to a question, Mr. McNeely replied that no sales are permitted during the show.

The Chairperson closed the hearing on SB 33.

The meeting was adjourned at 8:50 a.m.  The next meeting is scheduled for Monday, January 25, 2021.
