Eileen Ma, Assistant Revisor, Kansas Revisor of Statutes Office (ROS) presented an overview of the bill.  (Attachment 1)

 

The Chair called for oral proponents of the bill:

Senator Dinah Sykes, Kansas District 21, and Senate Minority Leader, appeared in person to support the bill.   (Attachment 2) 

Peggy Johnson, Susan G. Komen Public Policy Ambassador; COO, Wichita Medical Research and Education Foundation, appeared via Webex remote.  (Attachment 3)

Michael Morrow, D.O. Diagnostic Radiology and Breast Imaging; appeared via Webex remote.  (Attachment 4)

The proponents answered questions from Senators Gossage, Pittman and Peck.

 

The Chair pointed to the written-only proponent testimony:

Lauren Marquette, Regional Manager, State Policy and Advocacy, Susan G. Komen (was present during hearing via Webex remote)  (Attachment 5)

 

Chairman Longbine called for oral opponents:

Sunee Mickle - Blue Cross Blue Shield (BCBS) of Kansas appeared via Webex remote.  (Attachment 6)

John Federico, J.D, Federico-Duerst Consulting appeared in person on behalf of Blue Cross Blue Shield of Kansas City.  (Attachment 7)

William Sneed, Legislative Counsel for America's Health Insurance Plans (AHIP) appeared via Webex remote.  (Attachment 8)

 

Chair Longbine pointed to the written-only opponent testimony:

Jay McLaren, VP Public Policy and Government Relations for Medica, Minneapolis, Minnesota  (Attachment 9)

The proponents and opponents answered questions from Senators Gossage, Fagg, Hilderbrand, and Peck.  Eileen Ma  provided some additional statistical details and remarks about the test track.

There being no other comments or questions, and no additional proponent, opponent, or neutral testimony, Chair Longbine closed the hearing on SB48.

Due to time constraints, the hearing on SB78 was cancelled and will be rescheduled at a future date.
