Charles Reimer, Office of Revisor of Statutes, presented an overview of the Bill Brief.(Attachment 2).  The bill acts to provide relief to employers from financial injury arising from fraudulent unemployment claims against a business that have or are being made during the COVID-19 pandemic.  Committee members received a copy of the fiscal note for HB 2195 (Attachment 3).

Eric Stafford, Vice President of Government Affairs, Kansas Chamber, presented testimony as a proponent of the bill (Attachment 4).

Natalie Bright, Society for Human Resources, presented testimony as a proponent of the bill (Attachment 5).  She stated written testimony from businesses has been included, which reflects concerns of increased fraudulent unemployment claims (Attachment 6)

Randy Stookey, on Behalf of Kansas Grain & Feed Association, Kansas Agribusiness Retailers Association, and Renew Kansas Biofuels Association, provided written testimony as a proponent of the bill(Attachment 15).

Chairman Waymaster closed the hearing on the bill.

Chairman Waymaster reviewed the agenda for the next committee meeting, which will include the General Government Budget Committee Reports.
