Jason Thompson presented a bill brief on SB104 explaining it changes the wording from "may" to "shall" to require a court order be issued directing certain children to remain in a present or future placement. (Attachment 1)

Shawn Branmahl spoke in support of SB104 stating that the need for this bill originates from at-risk youth running from placement and then falling through the cracks and not being identified until they are lost from the system. By requiring this court order to be in place before the fact, it will help secure at-risk youth as soon as they are identified as runners. In secure care they have access to therapy, school, and other support. This requires that a youth that has run way from placement twice be placed in secure care after the third runaway. (Attachment 3)

Jessica Lucas spoke for Nickaila Sandate in support of SB104 stating that EmberHope Youthville has provided for females in the custody of the state for 11 years and it is believed secure care is a necessary level of support needed to ensure the safety of an at-risk population. (Attachment 4)
