Jason Thompson presented a bill brief on SB106 explaining the bill would enact the Revised Uniform Law on Notarial Acts and would repeal the former version. The bill was before the committee last year and the current version reflects all amendments made in the House and Senate. (Attachment 6)

Chris St. John spoke in support of SB106 stating that this version of the Uniform Law has been tailored for Kansas. He stated it provides for the new industry norm that allows notarization via two-way audio-visual technology. (Attachment 8)
Mark Tomb spoke in support of SB106 explaining that online services are the biggest need expressed by realtors. (Attachment 9)
Sean Miller spoke in support of SB106 explaining the development of the bill, and how it was modified to fit the needs of Kansans. He explained that the Executive Order in place this year is a stop gap; it is not a long-term solution.The reason for the 2023 effective date is to allow the Secretary of State time to prepare for the changes.(Attachment 10)
