Short Title

Reducing certain requirements for licensure by the behavioral sciences regulatory board, requiring board approval to provide clinical social work supervision and expanding out-of-state temporary permits to practice.

Kelly Jones, Associate Professor of Practice/Director of Field Education, KU School of Social Work, provided personal experience on coordinating, overseeing and evaluating approximately 1,700 social work practicum placements. The 200 hours direct client contact requirement is not supported by social work field literature and is not required by the Council on Social Work Education (CSWE), which accredits all United States social work programs of higher education. CSWE does prioritize a set amount of practicum hours, but those hours are not broken down by direct client contact time as described in Kansas statutes. Practicums are different based on the areas they serve. Some are brief interventions. Others may be with k-12 schools. Students graduating as a Master Social Worker will need to meet the required practicum hours of CSWE but might not meet the the Kansas 200 hours of direct client contact. HB2208 needs to be amended to remove the 200 hour direct client contact requirement.to make it consistent with all other states (Attachment 17).
