Chairperson Jennings opened the hearing on HB2277.

Natalie Scott, Assistant Revisor, gave an overview of HB2277(Attachment 1) The revisor responded to questions from the Committee.

Scott Schultz, Executive Director, Kansas Sentencing Commission, submitted a HB2277 Prison Bed Impact Assessment for Committee review. (Attachment 2)

On behalf of Sedgwick County District Attorney, Marc Bennett, for the Kansas County and District Attorneys Association, Mandy Schauf testified in support of HB2277 stating the clarification to the definition of "possession" in HB2277 brings a single level of culpability to the definition and makes it clearer for all members of the criminal justice system. (Attachment 3) Questions from the Committee were addressed.

Written testimony in support of HB2277 was submitted by Deborah Barnes, Staff Attorney, The League of Kansas Municipalities. (Attachment 4)

There was no opponent or neutral testimony.

Chairperson Jennings called for final questions from the Committee.
