Jason Thompson gave a bill brief on SB102 explaining that it requires notice of early release of a person who may be a sexually violent predator to the attorney general and a multidisciplinary team and specifying where the person will be detained during civil committee proceedings.(Attachment 1)

    Jeff Easter spoke in support of SB102 stating that presently the sexual predator determination is done after the time of release. The bill would let it be done while the person is incarcerated. (Attachment 3)

  Derenda Mitchell spoke in support of SB102 explaining that the difference between the current situation and the time frame under SB102 reduces cost because it reduces the time an offender is in the county jail. The bill would make the process more efficient, starting the process while the offender is in state custody, and it would allow for treatment to begin sooner. (Attachment 4)

Randall Bowman gave neutral testimony for SB102 explaining that changing the timeline makes sense, but the problem is that there are many short-term offenders that enter the system who will need treatment that will never fit the timeline of this bill. He states the agency would need a bigger budget to cover the short-term offenders with the same services given to the ones that fit this bill. (Attachment 6)
