Minutes for HB2332 - Committee on Elections

Requiring identification of the sender on third party solicitations to registered voters to file an application for an advance voting ballot.

Chairperson Blake Carpenter opened the hearing on HB2332 and called on Jason Long, Assistant Revisor, Office of Revisor of Statutes.  Revisor Long gave an overview of the bill and answered questions.

Representative John Toplikar, 15th District, Kansas House of Representatives, and Elections Committee member, gave proponent testimony on HB2332. (Attachment 1)  Representative Toplikar stood for questions.

Chairperson Carpenter thanked Representative Toplikar for his testimony.  There were no other proponents or written-only proponents.

Appearing as an opponent on HB2332 was Rocky Nichols, Executive Director of the Disability Rights Center of Kansas.(Attachment 2)  Mr. Nichols provided an intake packet (Attachment 3) and discussed how a client would complete the material.  Following his presentation, he answered questions from Committee members.  Chairperson Carpenter thanked Mr. Nichols for testifying today.  There were no other opponents or written-only opponents.

Conferees providing neutral testimony were:

  • Katie Koupal, Deputy Assistant Secretary of State, Communications & Policy (Attachment 4)
  • Rick A. Piepho, Chair, Kansas County Clerks & Elections Officials Association (Attachment 5)
  • Davis Hammet, Loud Light Civic Action (Attachment 6)

Conferees answered questions and Chairperson Carpenter thanked them for their testimonies.

Written-only testimony was received from Teresa Briggs and Cille King, Co-Presidents, League of Women Voters of Kansas. (Attachment 7)

There was no other testimony and Chairperson Carpenter closed the hearing on HB2332.
