Chairperson Barker opened the hearing on HB2212. Matt Sterling, Revisor of Statutes, provided an overview on the bill (Attachment 1).
Chairperson Barker recognized Amy Campbell as a proponent on HB2212 (Attachment 2).
Debbi Beavers testified as a proponent on the bill (Attachment 3) (Attachment 3A) (Attachment 3B).
The Chair recognized Brian Davis as a proponent on HB2212 (Attachment 4).
Jeffrey Redfern testified as a proponent on HB2212 (Attachment 5).
Tuck Duncan stood up and made a few comments to the Committee, but did not submit any written testimony. He stated that there is a change in this bill that is not mandated by the Supreme Court, but is a good change nonetheless. That is the elimination of the requirement that a liquor licensee for an on-premises establishment has to have a Kansas entity -- an LLC or a corporation. That requirement is unnecessary and creates additional paperwork for the ABC and is more difficult for purposes of disclosing ownership.
Chairperson Barker opened the floor for questions. Questions were asked by Representatives Highberger, Houser, and Waggoner.
Chairperson Barker noted that there was written proponent testimony from Elizabeth Patton, Americans for Prosperity (Attachment 6) and John Goodyear, League of Kansas Municipalities (Attachment 7).
There being no further conferees, Chairperson Barker closed the hearing on HB2212.
