Chair Jennings called for discussion and final action on HB2144.

Natalie Scott, Assistant Revisor, reviewed the bill and stood for questions.

Representative Jennings offered a balloon amendment to change sections of HB2144 as a compromise reached by the defense bar and the Attorney General's Office that is consistent with the testimony the Committee received. (Attachment 1) The revisor discussed the recommended changes and responded to questions.

Representative Jennings moved, Representative Owens seconded, to adopt the amendment.  The motion carried.

Representative Highberger moved, Representative Day seconded, to recommend HB2144, as amended, favorably for passage.  The motion carried.

Representative Carmichael, Highberger, and Owens requested their 'Aye' vote be recorded.
