Chairman Longbine opened the hearing on HB2063.

David Wiese presented an overview of the bill.  (Attachment 3)  He told the members that this bill had passed in the House 125-0 and they had changed the effective date to January 1, 2017.  He answered a question from Senator Hilderbrand pertaining to the similarity of this bill and the bill heard in the committee in 2020.

Alan Conroy, KPERS, presented an informational briefing on HB2063(Attachment 4)  Mr. Conroy answered questions from Senator Fagg and Chairman Longbine. 

Oral Proponents:

Ryan Trader, Fire Fighter from Olathe, Kansas Fire Department appeared virtually by Webex.   (Attachment 5)

Katie Wells, wife of deceased fire fighter Michael Wells, appeared virtually by Webex.  (Attachment 6)

 

Chairman Longbine turned the committee's attention to the written-only proponent testimony of:

Ed Klumpp for the Associations of Chiefs of Police, Sheriffs, and Peace Officers  (Attachment 7)

Dennis Phillips for the Kansas State Council of Fire Fighters  (Attachment 8)

Mik Shanks, President, Kansas State Lodge Fraternal Order of Police  (Attachment 9)

 

Senator Olson commented that the committee tried to pass this bill out of committee last year, however further actions were prohibited due to the Covid-19 virus shut down.  Senator Olson moved to pass HB2063 with favorable recommendation from the committee and placement on the Consent Calendar; seconded by Senator Dietrich.  There was discussion, and Alan Conroy answered questions from Senator Peck.  The motion carried with unanimous consent.
