Chairperson Smith opened the hearing for HB2413.

Mr. Siebers provided an overview of HB2413 that provides a sales tax exemption for purchases by Friends of Hospice of Jefferson County. (Attachment 4)

Kathleen Smith provided the fiscal note for HB2413 indicating the Department of Revenue estimated the bill would decrease state revenues by $4,300 in FY2022.  Of that total, the State General Fund is estimated to decrease by $3,600 in FY2022, while the State Highway Fund is estimated to decrease by $700 in FY2022.  The Department of Revenue indicates this bill would have a similar fiscal effect in future years.

Proponents:

Representative Ellis, 47th District testified as a proponent for HB2413 providing a sales tax exemption for the Friends of Hospice of Jefferson County.  Friends of Hospice is a support organization for the Jefferson County Hospice Agency and is a 501(c)(3) that is exempt from federal income taxation. The foundation has one fund raiser a year called the Taste of Elegance; however, the community efforts to benefit hospice patients are charged an average of $5,000 to $6,000 per year in state taxes.  A state sales tax exemption will provide additional money and support for patients during the end-of-life process.  (Attachment 5)

In response to a question, Kathleen Smith will provide information regarding isolated or occasional sales regarding HB2413 providing a sales tax exemption for Friends of Hospice of Jefferson County. 

Ramon Gonzales, former Representative of the 47th District testified as a proponent for HB2413.  The Friends of Hospice of Jefferson County have been trying to pass a state sales tax exemption bill since 2011.  He noted the foundation has one fund raiser a year called the Taste of Elegance and Hospice gets charged about $10,000 in sales tax because of this event.  The Friends of Hospice of Jefferson County provide many services for patients living with illnesses and support for patients during the end-of-life process.  (Attachment 6)
