The Chairperson opened the hearing on SB64

Revisor Nick Myers gave an overview of the bill.  It is a long bill and very technical.  (Attachment 11)

Crystal Puderbaugh spoke as a verbal proponent, on behalf of the Kansas Board of Regents.  She explained this Act needed to be brought up to date and the language cleaned up.  She noted that this bill impacts the private and out-of-state institutions that operate under the Board of Regents' authority.  The Kansas independent colleges, like Baker, are not under this act.  Puderbaugh explained the process of operating one of these institutions, the application process, and the ongoing regulation.  She gave some examples of schools in violation and the resulting difficulties students faced.  This bill aims to fix those issues.  (Attachment 12)

Matt Lindsey shared the support that Kansas Independent College Association has for this bill.  He noted that this bill has some welcome changes for the not-for-profit colleges in Kansas; it brings very important changes to the schools he represents.  He urged the Committee to approve.  (Attachment 13)
