Minutes for HB2401 - Committee on Corrections and Juvenile Justice

Authorizing the secretary of corrections to enter agreements for public-private partnerships for projects for new or renovated buildings at correctional institutions for education, skills-building and spiritual needs programs; establishing a nonprofit corporation to receive gifts, donations, grants and other moneys and engage in fundraising projects for funding such projects for education, skills-building and spiritual needs programs.

Chair Jennings called for discussion and final action on HB2401.

Natalie Scott, Assistant Revisor, reviewed the bill and stood for questions.

Representative Jennings distributed a balloon amendment adding any juvenile correctional facility or institution under the operating authority of the Secretary of Corrections, both now and in the future. (Attachment 1) Representative Jennings discussed the amendment and stood for questions by the Committee.

Representative Jennings moved, Representative Owens seconded, to adopt the amendment. The motion carried.

Chair Jennings called for discussion or additional amendments to the bill. Discussion ensued and questions were addressed.

Representative Owens moved to recommend HB2401, as amended, favorably for passage. Representative Smith seconded. The motion carried.

Representatives Carmichael, French, Highberger, and Owens requested their 'Aye' vote be recorded.

The meeting adjourned at 1:38 p.m.
