Chairperson Petersen called the meeting to order and opened the hearing on HB2167.

Assistant Revisor Adam Siebers briefed the Committee on the bill (Attachment 1).  He reported that the bill adds two exceptions to the law requiring a license plate to be attached to the rear of a motor vehicle.  It would allow concrete mixer trucks the option to display a license plate on the front of the truck rather than on the rear, and it would require a dump truck to display a license plate on the front of the vehicle.  He noted also a requirement for law enforcement officers to issue warning citations for violators only until January 1, 2022.

Tom Whitaker, Executive Director, Kansas Motor Carriers Association, testified as a proponent for the bill.  He explained that the bill will reduce the need for carriers to replace damaged license tags and will also eliminate a federal requirement for dump trucks to have a functioning tag light on the rear of trucks (Attachment 2).

Jerry Younger, Managing Director, Kansas Ready-Mix Concrete Association, spoke in support of the bill (Attachment 3).  He commented on how frequently license tags were damaged by rear-discharge ready-mix concrete trucks, damage which required replacement tags.  He expressed appreciation for the bill giving the option for front or rear display of tags to address the damage risk for front-discharge trucks.  He said the bill would apply to an estimated 500 cement trucks in Kansas.
