Minutes for SB72 - Committee on Taxation

Short Title

Requiring appraisal courses for county appraisers and members of the state board of tax appeals to be courses approved by the Kansas real estate appraisal board.

Chairperson Smith opened the hearing for SB72.

Adam Siebers, Assistant Revisor provided an overview for SB72 that amends the qualifications of county appraisers, requires appraisal courses for members of the state board of tax appeals and requires courses approved by the Kansas real estate appraisal board.  (Attachment 1)

Kathleen Smith, Kansas Department of Revenue provided an overview for SB72 indicating there is no fiscal impact to the two building funds.

Proponents:

Eric Stafford testified as a proponent for SB72 which requires all education courses required to qualify for the designation of a registered mass appraiser be approved by the Kansas real estate appraisal board.  SB72 focuses on appraiser qualifications and standards that are followed modifying the provisions in statute that will guide their education process.  (Attachment 2)

Mr. Stafford stood for questions from Committee members.

Opponents:

Sean Robertson, Kansas County Appraisers Association testified as an opponent to SB72 indicating the Property Valuation Department, KDOR knows what education is needed to be a qualified county appraiser in Kansas. (Attachment 7)

Greg McHenry on behalf of Larry Clark, International Association of Assessing Officers testified as an opponent to SB72. (Attachment 8)

Brad Eldridge, Real Estate Appraiser testified as an opponent to SB72. (Attachment 9)
