Short Title

Changing time to request full and complete opinion from the state board tax appeals, requiring the state board of tax appeals to serve orders and notices by electronic means if requested by the party, prohibiting valuation increases of certain property in appeals, requiring appraisal directives to require compliance with uniform standards of professional appraisal practice, providing for notice and opportunity to be heard prior to removal from county appraiser eligibility list and providing notification when person no longer holds office of county appraiser.

Chairperson Smith opened the hearing for SB119.

Adam Siebers provided an overview for SB119 that provides for a hearing for appraisals removed from the list of eligible appraisers and a notation on an appraiser who does not complete a four-year term, extends the time for when a complete opinion is requested from BOTA, allows for service by electronic means, prohibits increases to property valuations on appeals and requires appraisals to comply with USPAP. (Attachment 19)

Kathleen Smith provided an overview on the fiscal note for SB119 indicating does have the potential to decrease property tax revenues; however, there is no data on the property to make a precise estimate at this time.
