Substitute for SB 84 by Committee on Federal and State Affairs - Authorizing sports wagering under the Kansas expanded lottery act.

Chairperson Barker opened the hearing on SB84.  Matt Sterling, Revisor of Statutes, provided an overview of the bill (Attachment 1).  Chairperson Barker had questions for the Revisor.

Chairperson Barker recognized the following individuals who testified as proponents on SB84:  Jeff Morris (Attachment 2); Kevin Fowler (Attachment 3); Paul Davis (Attachment 4); and Ryan Soultz (Attachment 5).

Chairperson Barker opened the floor for questions of the proponents.  There were no questions.

Chairperson Barker directed the Committee's attention to the written proponent testimony of Bruce Christenson, Kansas Crossing Casino & Hotel (Attachment 6).

Chairperson Barker recognized the following individuals who testified as opponents on SB84:  Representative Francis Awerkamp (Attachment 7); Tom Palace (Attachment 8); Jim Gartland (Attachment 9); Michael Strickland (Attachment 10); and Nick Reinecker (Attachment 11).

Chairperson Barker noted that there was written opponent testimony from the following:  Steve Schiferl, Greyhound Pets of America National (Attachment 12); Tonya Beader, Greyhound Pets of American - Kansas (Attachment 13); Dr. Linda Blythe and Dr. Morrie Craig (Attachment 14); and Brandon Rein, Mayor of Abilene, Kansas (Attachment 15).

Chairperson Barker allowed questions from the Committee to the opponents to SB84.

Chairperson Barker then recognized the following individuals who provided neutral testimony on SB84:  Terry Humphrey (Attachment 16); John Goodyear (Attachment 17); and Deb Stidham (Attachment 18).

Chairperson Barker directed the Committee's attention to the written neutral testimony of Mike O'Neal, National Football League (Attachment 19).

Chairperson Barker allowed questions to the neutral conferees from the Committee.

There being no further conferees, Chairperson Barker closed the hearing on SB84.

Chairperson Barker stated that leadership has indicated that if the members of all the committees who meet in this hearing room want to return to the original seating arrangement, they will be allowed to do so.  Chairperson Barker asked for the Committee members to let him know of their position.  Chairperson Barker stated he would also be talking to the other committee chairs who meet in this room.

There being no further business, the meeting was adjourned at 10:03 a.m.
