The Chairman opened the hearing on the bill and called upon Jason Long for a Revisor overview of the bill.

The Chairman called for testimony on the bill.

Proponent Mac Haddow explained that kratom is a food product and does not require Federal Drug Administration (FDA) approval because kratom does not include any therapeutic claims. Mr. Haddow suggested that kratom provides a lower dose energy boost and increased mental focus. While Mr. Haddow admitted that the FDA considers kratom an opiod, the desire of his association is to be regulated as a safe, high standard quality product avoiding the less safe adulterated products.

Neutral Kenneth Titus cautioned the committee that about the difficulties of his agency to be able to regulate kratom and suggested that the committee move forward very carefully.

Neutral Nick Reinecker indicated support for basic regulation for safety and standards, but asserted that access to naturally recurring substances should not be blocked.

Committee discussion ensued.

Seeing no more testimony the Chairman closed the hearing on the bill.
