Chairperson Owens opened the hearing on HB2658.  Natalie Scott gave an overview of the bill. (Attachment 1)  There were no questions for Ms. Scott.

Randy Regehr, Reno County Community Corrections, delivered the testimony of Shelly Williams on behalf of the Kansas Criminal Justice Reform Commission.  He stated this bill would help increase the likelihood of success of people on community supervision and contribute to reducing violations.  This bill updates the standard conditions of supervision to make instruction more clear. (Attachment 2)  Mr. Regehr stood for questions.

Patrick Armstrong, Project Manager, Council of State Governments Justice Center, delivered testimony for Jennifer Kisela in support of the bill.  He said this bill will increase the likelihood of success for people on community supervision and contribute to reducing violations as well as ensure that conditions of supervision moving forward are standardized, realistic, relevant, and research supported. (Attachment 3)  There were no questions for Mr. Armstrong.
